- STATE/ROADMAP/config updated to reflect Phase 09.1 execution
- 09-01 plan refreshed (gap-closure detail)
- 09-02..09-05 plans updated during execution
- Add untracked 09-06 plan + 01-01/01-02 PWA scaffolding plans (orphaned from earlier sessions)
